The great healthcare plan sounds like a shiny new insurance card, but it is really a federal health reform proposal that could change drug pricing, subsidy payments, insurer reporting, and price transparency if Congress turns it into law.
The White House proposal says the plan would reduce the most common Obamacare plan premiums by over 10% and save taxpayers at least $36 billion through changes to cost-sharing reductions. That matters for people watching health insurance premiums and hoping for lower drug costs in 2026.
Absolute Best Insurance has helped South Florida clients compare health coverage, ACA insurance, Medicare plans, life insurance, dental plans, and more for over 20 years.
Our agents help clients in Tamarac, Deerfield Beach, Greenacres, Port St. Lucie, Vero Beach, Micco, Melbourne, and Lancaster, PA, ask the right questions before they choose coverage.
What Is The Great Healthcare Plan?
The proposal is a Trump administration health policy framework. It is not an active plan you can enroll in today.
It focuses on four main goals:
- Lower prescription prices by tying some U.S. drug prices to prices paid in other wealthy countries.
- Redirect some federal subsidy money to eligible Americans instead of sending it to large insurers.
- Require insurers to publish claim denial rates, wait times, and spending on claims versus overhead and profit.
Require clearer price posting from providers, hospitals, and insurers that accept Medicare or Medicaid.
| “This proposal has people asking the right questions, but no one should confuse a policy framework with an active enrollment option. Your current plan rules still matter today.” – Stacy Murphy, Owner/Operator, Absolute Best Insurance |
How The Proposal Could Lead To Lower Drug Costs
The proposal tries to reduce prescription prices through Most-Favored-Nation pricing, expanded over-the-counter access, and pharmacy benefit manager reform.
For seniors in places like Kings Point in Tamarac, Century Village in Deerfield Beach, Tradition in Port St. Lucie, and Barefoot Bay near Micco and Sebastian, prescription costs can shape the entire coverage decision. A lower premium does not help much if a key medication falls outside the formulary or needs prior authorization.
This is especially important with GLP-1 prescriptions. Medicare policy around weight loss medications is changing, but eligibility still depends on the program rules, your Part D setup, your doctor’s documentation, and the pharmacy process. If you take Ozempic, Wegovy, Zepbound, or another high-cost medication, review our update on Medicare GLP-1 prescription coverage before assuming your costs will change.
Clients who need lower drug costs should compare the full prescription picture, not headlines. That includes copays, deductibles, quantity limits, prior authorization rules, and pharmacy access near your home.
Could It Reduce Health Insurance Premiums?
The direct subsidy idea is the biggest coverage question for ACA clients.
Today, many people use ACA premium tax credits to reduce monthly costs. The proposal would shift some federal money away from large insurers and send it directly to eligible Americans so they can buy coverage. That could change how people compare plans, but Congress still has to define eligibility, timing, payment structure, and how the money can be used.
The CRFB analysis estimates that cost-reducing provisions could cut primary deficits by about $50 billion over 10 years. It also says ACA subsidy changes could add up to $350 billion to deficits, depending on the final design.
That uncertainty matters. Someone in Greenacres near JFK Medical Center may have a different provider network issue than someone near Cleveland Clinic Tradition Hospital in Port St. Lucie or Cleveland Clinic Indian River Hospital in Vero Beach. Before you assume your health insurance premiums will drop, you need to compare your doctors, prescriptions, deductible, and out-of-pocket risk.

What Plain English Insurance Could Mean For You
One part of the proposal calls for “Plain English Insurance” standards. The goal is simple. Insurers would have to publish information people can actually use.
- Claim denial rates
- Average wait times for routine care
- Rate and coverage comparisons
- The share of revenue spent on claims versus overhead and profit
This would help people compare plans beyond the monthly price. A senior in Deerfield Beach who uses Broward Health North, a Tamarac client near HCA Florida Woodmont Hospital, and a Sebastian client near Sebastian River Medical Center may all need different provider access.
“People deserve plain answers,” Murphy says. “They should know what a plan covers, how claims get handled, and what costs may show up after they use care.”

What Still Has To Happen Before This Affects Your Coverage?
Congress has to act before this proposal can change your real coverage.
Until Congress passes legislation, the great healthcare plan remains a policy agenda. It does not replace Medicare, Medicare Advantage, Part D, ACA plans, employer coverage, or private coverage today.
That means you should not cancel a plan, delay enrollment, or stop comparing options based on a proposal. The final law, if passed, may look different from the current framework.
Here is what you can do now:
- Review your medications before the next enrollment window.
- Check your doctors and hospitals against your plan network.
- Compare the total cost, not only the monthly premium.
- Ask how subsidy changes could affect your 2026 budget.
- Review Part D costs if you use brand-name prescriptions.
If your drug costs create cash flow pressure, our guide to the Medicare Prescription Payment Plan explains one current option for spreading covered Part D costs across monthly bills.
